【摘要】:ThisInternationalStandardspecifiesgeneralrequirementsforaccreditationbodiesassessingandaccreditingconformityassessmentbodies(CABs).Itisalsoappropriateasarequirementsdocumentforthepeerevaluationprocessformutualrecognitionarrangementsbetweenaccreditationbodies.AccreditationbodiesoperatinginaccordancewiththisInternationalStandarddonothavetoofferaccreditationtoalltypesofCABs.ForthepurposesofthisInternationalStandard,CABsareorganizationsprovidingthefollowingconformityassessmentservices:testing,inspection,managementsystemcertification,personnelcertification,productcertificationand,inthecontextofthisInternationalStandard,calibration.NOTEGeneralrequirementsforthesebodieshavebeenestablished,forexampleinInternationalStandardsandGuides(examplesofwhicharegivenintheBibliography).

【摘要】:ISO14620-1:2002definesthesafetyprogrammeandthetechnicalsafetyrequirementsthatareimplementedinordertocomplywiththesafetypolicyasdefinedinISO14300-2.Itisintendedtoprotectflightandgroundpersonnel,thelaunchvehicle,associatedpayloads,groundsupportequipment,thegeneralpublic,publicandprivateproperty,andtheenvironmentfromhazardsassociatedwithspacesystems.LaunchsiteoperationsaredescribedbyISO14620-2.Thesafetypolicyisappliedbyimplementingasystemsafetyprogramme,supportedbyriskassessment,whichcanbesummarizedasfollows:hazardouscharacteristics(systemandenvironmentalhazards)andfunctionswithpotentiallyhazardousfailureeffectsareidentifiedandprogressivelyevaluatedbyiterativelyperformingsystematicsafetyanalyses;thepotentialhazardousconsequencesassociatedwiththesystemcharacteristicsandfunctionalfailuresaresubjectedtoahazardreductionsequencewherebyhazardsareeliminatedfromthesystemdesignandoperations,hazardsareminimized,andhazardcontrolsareappliedandverified;therisksthatremainaftertheapplicationofahazardeliminationandreductionprocessareprogressivelyassessedandsubjectedtoriskassessment,inordertoshowcompliancewithsafetytargets,supportdesigntrades,identifyandrankriskcontributors,supportapportionmentofprojectresourcesforriskreduction,assessriskreductionprogress,andsupportthesafetyandprojectdecision-makingprocess(e.g.waiverapproval,residualriskacceptance);theadequacyofthehazardandriskcontrolmeasuresappliedareformallyverifiedinordertosupportsafetyvalidationandriskacceptance;safetycomplianceisassessedbytheprojectandsafetyapprovalobtainedfromtherelevantauthorities.ISO14620-1:2002isapplicabletoallspaceprojectswhereduringanyprojectphasethereexiststhepotentialforhazardstopersonnelorthegeneralpublic,spaceflightsystems,groundsupportequipment,facilities,publicorprivateproperty,ortheenvironment.Theimpositionoftheserequirementsontheprojectsuppliers'activitiesrequiresthatthecustomer'sprojectproductassuranceandsafetyorganizationalsorespondtotheserequirementsinamannerwhichiscommensuratewiththeproject'ssafetycriticality.Whenviewedfromtheperspectiveofaspecificprogrammeorprojectcontext,therequirementsdefinedinISO14620-1:2002shouldbetailoredtomatchthegenuinerequirementsofaparticularprofileandcircumstancesofaprogrammeorproject.
